Emergency Services (ES) performs pre-admission screening evaluations, provides short-term crisis counseling services, and provides referrals and linkage on an emergency basis for individuals in the City of Norfolk.

ES provides immediate response to an individual who requests assistance for anyone in the City of Norfolk. ES assists in mobilizing the individualís natural support systems (family, friends, community groups), and other resources found in the individualís community. The unit assures the implementation of the individualís civil rights particularly as they relate to right to treatment, right to refuse treatment, confidentiality, detention, and least restrictive alternative options.

ES is designed to concentrate efforts on seeing an identified crisis through to an initial level of resolution. The focus is on reducing emotional distress and its manifestations in an effort to institute initial stabilization and ameliorate perceived stressors. When community alternatives have been exhausted and the individual is in need of a safe and secure environment, ES may initiate a Temporary Detention Order (TDO) and pre-admission screening services in accordance with the Virginia Statute 37.2-809.

Services provided:

  • 24 hours per day, 7 days per week provision of services
  • Expert testimony in court
  • Telephone counseling
  • Information and referral
  • Face-to-face crisis counseling
  • Pre-Admission screening (for hospital or Crisis Stabilization Unit)
  • Initiation of temporary detention order in accordance with Virginia statutes

CRISIS STABILIZATION

Provides Crisis Stabilization for individuals in an acute crisis situation and are at risk of hospitalization or incarceration due to their mental health or co-occurring disorder.

Provides Crisis Stabilization for adults in an acute crisis situation and are at risk of hospitalization or incarceration due to their mental health or co-occurring disorder.

The Crisis Stabilization Program provides direct mental health short-term care for non-hospitalized individuals experiencing an acute crisis of a psychiatric nature that may jeopardize their current community living situation. The program provides services based on individual needs in the least restrictive environment. Services are provided in the eleven-bed center-based Norfolk CSB program licensed by the Virginia Department of Behavioral Health and Developmental Services (DBHDS). All services are provided by a treatment team of qualified mental health professionals (QMHPs). The treatment team consists of a psychiatrist, nurses, counselors, social worker, peer providers, art therapist, and behavioral health technicians.
